PHMSA to Release Anticipated Final Rule on Monday – Sort of
EWN wants to make sure our clients and friends in the industry are prepared for the release of the PHMSA Final Rule on Monday, January 23, 2017. However, we want to be very clear: this Final Rule does NOT include the OQ (Operator Qualification) portion.
What IS Included in the January 23, 2017 Final Rule
The Final Rule being released on Monday does include updates to the following areas:
- Accident & Incident Reporting – One hour notification requirement
- Drug & Alcohol Electronic Reporting – New electronic reporting requirements
- Drug & Alcohol Post Accident Testing – Updated post-accident testing procedures
- Control Room Training Requirements – Enhanced training requirements for control room personnel
What About the OQ Portion?
The OQ (Operator Qualification) portion of the anticipated Final Rule has been delayed. PHMSA is still working on the OQ component, and it will NOT be included in the January 23rd release. We will continue to monitor this closely and will provide updates as they become available.
